STA (Structural Transparency Architecture)

The purpose of this series is to examine how far AI and GOA (Global Observation Architecture / World-Membrane Model) can structurally decompose and render complex systems transparent as a form of “performance testing.”

In recent years, GOA has been applied to global structural analysis and early-warning observation. During this process, one persistent issue became clear:

── ASM still lacks a systematic framework to evaluate the quality of its own analyses and forecasts.

The issue is not whether predictions were right or wrong. The real question is:

  • Was the complexity properly decomposed?
  • Were velocity gradients interpreted without bias?
  • Was the structure—not the narrative—accurately observed?

ASM did not yet possess an “evaluation OS” capable of answering these questions.

With that unresolved, I happened—almost casually—to read parts of the FY2026 (Reiwa 8) national budget. I simply wanted to sense the current velocity of Japan’s national OS.

But as I read, another layer surfaced—one that does not normally appear when observing the General Account.

── The Special Accounts.

For decades, Special Accounts have been labeled “opaque” or a “black box.” Yet all their documents and data are publicly available. This contradiction—“darkness × full disclosure”—forms a peculiar cognitive asymmetry.

I hold no emotional stance toward Special Accounts. This is neither criticism nor advocacy. However, the gap between:

  • the narrative of darkness, and
  • the fact of publicly available data that nonetheless remains uninterpretable

strongly suggested a deeper structural phenomenon.

From this, a hypothesis emerged:

Special Accounts are not driven by intention. They are a historically accumulated Runaway Structure—a system moving under its own internal momentum.

In this frame, intention does not push the structure. Rather, the structure outruns human intention.

Institutional velocity differences, hardened funds, cross-ministerial incentive flows—layered across decades—have produced a system far beyond an individual’s or organization’s steering capacity.

Seen this way, the “darkness” narrative becomes comprehensible. At the same time, it becomes clear:

Special Accounts are an ideal testbed for evaluating AI × GOA’s structural competence.

Reasons:

  • The data is public.
  • The volume is far beyond unaided human comprehension.
  • Historical sedimentation maximizes complexity.
  • Emotional and political biases easily distort interpretation.
  • Yet no widely accepted structural model exists.

Thus, Special Accounts provide a domain where pure structural processing ability can be measured.

This series is aimed at readers with some accounting literacy and seeks to:

Reframe Special Accounts through the cognitive lens of ASM/GOA and present them as a “Transparency OS” that anyone can use to verify structure.

This is not policy advocacy. This is not critique. This is not an exposé.

It is a return of Special Accounts to their structural form, enabling genuine observation.

When structure becomes visible, verification becomes possible. If the government offers a counterargument, it can respond on the same structural ground. Researchers can perform cross-layer analysis. Readers familiar with accounting will recognize velocity layers and calcification effects.

Transparency is not achieved by publishing more documents. Transparency is achieved by providing cognitively accessible structure.

Across eight installments, this series interprets Special Accounts as a case of Runaway Structure and uses them as a performance test for AI × GOA.

Hereafter, the analysis is simply a platform for your own inquiry—your own cognition.
