Structure — A Shift in the Layer of Reality

Until now, STA has focused on institutions — their design, constraints, and eventual drift.

What we are now observing is fundamentally different:

The primary movement is no longer within institutions, but within the state conditions surrounding them.


1 | Institutions Move, but States Move First

Institutions are built on:

  • rules
  • budgets
  • contracts
  • infrastructures

They are discrete and relatively fixed.

States, by contrast, are defined by:

  • flows
  • speeds
  • expectations
  • probabilities

They are continuous and dynamic.

When the rate of change in states exceeds the update speed of institutions,

the system transitions into a phase where states dominate over institutions.


2 | The World as Phase

In STA-9, we describe the world not by events, but by phases:

  • Bearing (smooth continuation)
  • Wear (degradation)
  • Transition (non-linear shift)

This is not a classification of events.

It is a diagnosis of condition.

Traditional thinking assumes:
